Edit Photo Metadata in Windows XP
Microsoft has a new tool called Microsoft Photo Info which is an add-in for Microsoft Windows. It lets you add, change and delete common metadata properties in your digital photographs and, it works from inside Windows Explorer.
You can edit images individually, or as a group and the program will recall recent entries such as Location, to save you retyping them. If your camera's clock was wrong, you can change the time of the image and view common EXIF properties.
The program supports JPEG, TIFF, WDP, HDP (HD Photo), NEF, CR2, and CRW1 files.
Find it for download at: PhotoInfo

I does not work in XP, as it is said in your title, but just working for Vista.
I'm not sure what is happening for you but it works just fine for me. I can open and display and add metadata to standard JPEG images using Windows XP. This metadata is available and visible in Photoshop and other tools too.
Perhaps if you tell me what isn't working we can see what the problem is?
Vista allow editing of meta data without downloading this Microsoft tool. XP will require .NET Framework 3.0 for this tool to work.
